Qué es: la interpretación oficial de EASA sobre cómo cumplir los Reglamentos reg-2019-947 y reg-2019-945. Reúne los AMC (medios aceptables de cumplimiento) y GM (material guía). Es soft-law: no crea obligaciones nuevas, pero es la vía reconocida para demostrar cumplimiento — clave para interpretar.
Vigencia: Revisión junio 2026, incorpora ED Decision 2025/018/R (SORA 2.5; firmada 15-09-2025, corregida por Corrigendum de 12-12-2025 — ver sección dedicada más abajo).

ED Decision 2025/018/R — qué decide (cita literal)
Decisión del Executive Director de EASA, Florian Guillermet, firmada en Colonia el 15 de septiembre de 2025, con base en el Reglamento (UE) 2018/1139 (Art. 76(3) y 104(3)(a)). Título original (ver corrección más abajo): "Amendment 3 to Issue 1 of the Acceptable Means of Compliance and Guidance Material to Commission Implementing Regulation (EU) 2019/947".
Qué hace (Art. 1, texto original): "The Annex to Decision 2019/021/R of the Executive Director of the Agency of 9 October 2019 is amended as laid down in the Annex (AMC & GM to Regulation (EU) 2019/947 — Issue 1, Amendment 3) to this Decision." Es decir: modifica (no deroga) la Decisión 2019/021/R que ya traía el AMC/GM a 2019/947.
Entrada en vigor y SORA 2.0 (Art. 2): "Amendment 3 to Issue 1 of the AMC and GM to Commission Implementing Regulation (EU) 2019/947 concerning 'SORA 2.5' shall enter into force on the day following that of its publication in the Official Publication of EASA[.] Issue 1 of the AMC and GM to Commission Implementing Regulation (EU) No 2019/947, issued with Decision 2019/021/R concerning 'SORA 2.0', shall remain in force." → SORA 2.0 NO queda derogado por esta decisión: ambos AMC coexisten a nivel europeo (el aterrizaje real de la transición se detalla más abajo).
Motivo (Explanatory Note, portada "What this Decision is about" + §2.1): "This Decision issues amendments to the acceptable means of compliance (AMC) and guidance material (GM) to Implementing Regulation (EU) 2019/947 in order to introduce the latest version of the Specific Operations Risk Assessment (SORA) 2.5 package, developed by the Joint Authorities for Rulemaking on Unmanned Systems (JARUS)." Tras casi cuatro años aplicando SORA 2.0, se buscaba "resolving ambiguities and simplifying certain procedures". Consultada con las Advisory Bodies de EASA vía NPA 2024-107.
⚠️ Corrigendum de 12-12-2025 — cambia el número y el alcance de la Decisión
El Corrigendum a la Decisión 2025/018/R (12 de diciembre de 2025) reemplaza el asunto, el Art. 1 y el título del Anexo originales:
"The subject of Decision 2025/018/R is replaced by the following: 'Amendment 4 to Issue 1 of the Acceptable Means of Compliance and Guidance Material to Commission Implementing Regulation (EU) 2019/947 ["AMC and GM to Commission Implementing Regulation (EU) 2019/947 — Issue 1, Amendment 4"] Amendment 3 to Issue 1 of the Acceptable Means of Compliance and Guidance Material to Part-UAS ["AMC and GM to Part-UAS — Issue 1, Amendment 3"]'"
Consecuencias literales del corrigendum (puntos 1-3 del propio corrigendum):
- La Decisión ya no es "Amendment 3" al AMC/GM de 2019/947 — pasa a ser "Amendment 4" de esa norma.
- Añade un segundo anexo nuevo: "Amendment 3 to Issue 1 of the AMC and GM to Part-UAS" — una pieza normativa
distinta al AMC/GM de 2019/947, que no está desarrollada en los 4 documentos fuente que maneja esta ficha
(el
.txtdel Anexo que tenemos es el texto de 2019/947, no el de Part-UAS). - El Art. 1 y el título del Anexo quedan reescritos en consecuencia.
Ojo con la copia local: el fichero easa-annex-to-ed-decision-2025-018-r-1.txt que tenemos se titula
literalmente "Issue 1, Amendment 3" en su cabecera (página 1 de 204) — es la versión previa al corrigendum.
El contenido técnico de SORA 2.5 no cambia por el corrigendum, pero la numeración de la enmienda sí. Citar
siempre como: "ED Decision 2025/018/R, corregida por su Corrigendum de 12-12-2025 (pasa a Amendment 4 al AMC/GM
de 2019/947 + Amendment 3 al AMC/GM de Part-UAS)".
Qué AMC/GM introduce o modifica (Explanatory Note §2.3)
El paquete SORA 2.5 trae el Main Body + Anexos A, B, E modificados y Anexos I y F nuevos (glosario y justificación matemática del modelo de riesgo en tierra). Estructura completa (Anexo, S.1.4 "SORA documents"): Main Body (AMC1 Art. 11) · Anexo A (recogida/presentación de información a la autoridad) · Anexo B (integridad y niveles de garantía de las mitigaciones iGRC) · Anexo C (mitigaciones estratégicas de riesgo aéreo) · Anexo D (mitigaciones tácticas de riesgo aéreo) · Anexo E (integridad y garantía de los OSO) · Anexo F (base teórica del riesgo en tierra) · Anexo I (glosario).
AMC1 al Art. 11 se sustituye por la "versión europea" de SORA 2.5 ("AMC1 to Article 11 is replaced with the European version of SORA 2.5"), adaptada del paquete JARUS con cambios propios de EASA:
- Ciberseguridad: "The detailed requirements on cybersecurity that were included in JARUS SORA 2.5 have been removed from the EASA version... these requirements have been deemed insufficiently proportionate." (recomienda igualmente evaluar vulnerabilidades para SAIL > III).
- Reparto de competencias diseñador/operador por SAIL: "For UAS intended to be used in operations classified under SAIL IV, UAS design organisations are required to obtain a design verification report (DVR) issued by EASA... For UAS intended to be used in operations classified under SAIL V and VI, a type certificate in accordance with Part 21 of Regulation (EU) No 748/2012 is required." (hasta SAIL III, el operador aporta evidencia del diseñador vía declaraciones).
- Niveles de robustez redefinidos: "For 'low' robustness level, a declaration is sufficient... For 'medium' robustness level, the applicant is required to include in the declaration form a reference to the evidence... For 'high' robustness level, the verification of the evidence by the authority or a third party is required before issuing the operational authorisation."
- Se elimina "EVLOS": "The term 'EVLOS' (extended visual line of sight) has been removed throughout the SORA documentation as it is not referenced in EU regulations. It has been replaced with 'BVLOS with AO' (beyond visual line of sight operation with airspace observer), which is considered equivalent."
- Terminología estandarizada (fixed-wing / rotorcraft-helicopter / rotorcraft-gyroplane / VCA / lighter-than-air / "UAS flight manual" en vez de "manufacturer's instructions").
- Por consistencia con SORA 2.5 se retocan también: AMC1 Art. 12(2)(a) (nuevo) · AMC1/AMC2/AMC3 UAS.SPEC.030(2) y (3)(e) (formulario de solicitud de autorización y estructura del manual de operaciones) · GM1 UAS.SPEC.030(3)(e) (eliminada) · AMC1 UAS.SPEC.040(1) (formulario de declaración).
- Las PDRA (AMC2-AMC6 Art. 11) NO se han adaptado a SORA 2.5 en esta Decisión: "Predefined risk assessments (PDRAs...) have not been adapted to reflect the changes defined in SORA 2.5. JARUS is in the process of finalising them... EASA may then issue a new Decision incorporating the new PDRAs into the EU regulatory framework." → si esta wiki cita una PDRA "bajo SORA 2.5", revisar que no dé por hecho una adaptación que aún no existe en este texto.
Transición SORA 2.0 → 2.5 (cita exacta — matiza lo que dice sora)
Explanatory Note §2.3: "The EASA Decision issuing SORA 2.5 will be immediately applicable... Member States may define the period during which they will accept applications using SORA 2.0. EASA recommends a period of six months." Y más adelante: "Each Member State may define the validity of operational authorisations issued under SORA 2.0." En "Expected benefits" (§3) EASA cuenta como beneficio "allowing those UAS operators that are already authorised under SORA 2.0 to keep the validity of their operational authorisations for 2 years."
⚠️ Aviso: el texto oficial no fija un plazo único europeo de validez para las autorizaciones SORA 2.0 — deja la decisión a cada Estado miembro, y la propia EASA, al calcular beneficios, cuenta con "2 years", no con 1 año. La cifra "máx. 1 año" que maneja la ficha sora no está en estos 4 documentos EASA (que dejan la validez a cada Estado y cuentan con "2 years" para la validez general), pero ya está VERIFICADA (2026-07-18) como la aplicación concreta de AESA: su página oficial "Aplicación de la metodología SORA 2.5" (act. 17-10-2025) fija que se admitió SORA 2.0 hasta el 17/11/2025, con autorizaciones de plazo máximo de 1 año, y solo 2.5 desde el 18/11/2025. El "31-03-2026" NO es el plazo español (era la recomendación de 6 meses de EASA). Detalle en sora.
